You might try adding a few more gallons of fuel and rocking the vehicle side-to-side. The pump has a bucket-like supply reservoir that it draws fuel from. It is one high beam bulb for both low and high beams. Sorry you wasted $$ on the bulb. The way it works is when it's on low beams (the majority of the time) there is a "shutter" inside the projector lens that blocks half the bulb, with it off if you look closely you can see it. .
